The Chief Information Officer and Client Service, Innovation and Chief Digital Officer Sector in Immigration Refugees and Citizenship Canada (IRCC) are currently seeking candidates to fill some current and future needs in its various work teams.

Immigration, Refugees and Citizenship Canada (IRCC) offers hybrid work arrangements: a mix of in-office and telework. This common hybrid work model will consist of work on site at least 3 days each week, though some positions may require 100% in-person presence. ESSENTIAL QUALIFICATIONS

EDUCATION

Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Notes:

  1. Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
  2. Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
  3. At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

EXPERIENCE

This inventory has two (2) Streams: 

Stream One (1): Team Leader

Stream Two (2): Technical Advisor

Candidates must meet the essential experiences as indicated below in order to be eligible for this inventory.

STREAM 1 – Team Leader

  • EX1. Experience in developing and implementing IM/IT processes.
  • EX2. Experience in providing advice to  clients (internal and external), colleagues and *management on IM/IT best practices and procedures.
  • EX3. Experience in supervising teams, including the planning, coordination and assessment of the work performed by employees and/or contractors. 
  • EX4. Experience leading and/or contributing to a **complex IM/IT project, initiative or activity.

STREAM 2: Technical Advisor

  • EX5. Experience developing and maintaining relationships with internal or external clients/stakeholders to advance unit level strategies and initiatives.
  • EX6. Experience in providing strategic IM/IT advice to ***senior management on the achievement of strategic and operational program objectives. This includes preparing a variety of technical documents (such as standards, policies, reports or presentations)
  • EX7. Experience in managing concurrent projects to develop, build and configure new IM/IT services in at least one of the following areas:
    • Enterprise Architecture
    • Database Administration and Support and/or Development DBA
    • Data Centre operations
    • Information Technology Service Management (ITSM) and ITSM processes
    • Cloud Platform Services - Engineering, Infrastructure, Architecture, Security and Tenant Operations/Support
    • Agile Project Management
    • Infrastructure Support Services and/or Operations

Definitions:

* Management is defined as Team Leader/Supervisor or above.

**Complex is defined as having at least one (1) of the following factors:

  • Geographically distributed across more than one province and/or country.
  • Large (2000+) user base.
  • A requirement for high availability and high reliability (24/7 system and 98% availability).
  • A diverse set of technologies that includes real-time data exchanges across multiple systems.

***Senior management is defined as Director or above.

ASSET QUALIFICATIONS

EDUCATION

AED1: Graduation with degree from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

AED2: Various IM/IT Certifications such as: 

  • Information Technology Infrastructure Library (ITIL) Certification
  • Agile Certification
  • Project Management Professional (PMP) and/or Prince 2
  • Information Technology Service Management (ITSM)
  • Cloud Certifications (Amazon, MS, etc.)
  • Certified data management professional (CDMP)

EXPERIENCE

  • AEX1. Experience developing, implementing, architecting or designing with Salesforce in Federal Departments.
  • AEX2. Experience in Cyber Security functions (configuring, collecting logs, monitoring, hardening, or handling cyber incidents) in a public cloud.
  • AEX3. Experience in Application Development.
  • AEX4. Experience in Data/GIS/IM.
  • AEX5. Experience in Enterprise Architecture and/or solution architecture.
  • AEX6. Experience in cloud data management and data integration.
  • AEX7. Experience architecting and developing IT Solutions across the entire Software Development Life Cycle.
  • AEX8. Experience in conducting IM/IT activities within IRCC related to planning, organizing, directing and controlling of complex IT systems.
  • AEX9. Experience with Agile software development approaches such as SCRUM.
  • AEX10. Experience in IT Infrastructure Support Services and/or Operations and managing the delivery of IT services to multiple clients using ITIL best practices (e.g. Service Desk, Network Administration, Desktop Engineering, Desktop Support, Service Management, Project Management, Release Management, Change Management, Incident Management, Cloud Platform Services (including architecture, infrastructure, security & operations & support).
  • AEX11. Experience in analysis, design, development and operations of database services and support in an Infrastructure/Operations environment (e.g. Oracle, SQL Server, Sybase, etc.).
  • AEX12. Experience in analysis, design, development and operations of Cloud software, products, and solutions in an Infrastructure/Operations environment (e.g. Azure, AWS, M365, etc.).  

OPERATIONAL REQUIREMENTS

  • Ability and willingness to carry a government-owned mobile device during and outside working hours.
  • Ability and willingness to work overtime and on call as required.
  • Ability and willingness to work flexible hours.
  • Ability and willingness to travel.

HOW THIS INVENTORY WORKS

  • Random selection may be used to identify which applicants will be assessed from this inventory. Random selection is a strategy that is sometimes used to manage applicant volume. It identifies a sub-sample of applicants by applying the element of chance at some point during the appointment process, using criteria identified by the hiring organization. With the assistance of an electronic system that contains information on all applicants, candidates who meet these criteria are identified and the sub-sample is randomly selected from that group.
  • Depending on the requirements of the position to be staffed, one or multiple 'asset' qualifications may be deemed as essential qualifications. In this case, only candidates who possess the specific asset qualification(s) in addition to the stated essential merit criteria will be considered.
  • Any assessment method that is considered appropriate to determine whether a person meets the qualifications referred to in the statement of merit criteria may be used (for example, a review of past performance and accomplishments, written exams, interviews, or reference checks).
  • A top-down approach may be undertaken. Applicants who meet the essential criteria may be ranked according to the depth and breadth of the qualification(s) they possess. Should this approach be used, we may only invite the top-ranking applicants to the next phase of the assessment.
